Meaningful internet access goes beyond having easy and everyday access to broadband internet and digital devices. Equally important is whether Canadians can use their digital access for their benefit. That depends on their ability to acquire and apply the skills necessary to navigate the online world. Many adults across the country face daily challenges with accessing and finding what they need online, reflecting a three-tiered digital divide . This divide describes differences in how people get connected, how they regularly use online resources and obtain what they need. Regular and consistent access to devices and internet connections can certainly foster digital skills. But this knowledge is incomplete and unequally distributed without formal learning and opportunities for practice in supported and safe digital spaces. Differing portraits of digital access Government and telecommunication companies have focussed on the broadband infrastructure divide, arguing that when the whole country is connected people will figure out how to navigate online by themselves. But research shows this isn’t the case . The differences between living with seamless and digital access can be illustrated through storytelling grounded in research . With a colleague, I developed composite (fictional) profiles of two adults, Eva and Sandra, based on a review of research related to digital access, statistical analysis of data from the Canadian Internet Use Survey , and interviews we conducted with teachers and adult learners. Hardware, printer, financial, IT inequities Eva has seamless internet access and easily engages with daily tasks in digital spaces at home, in transit and at her place of employment, using hardware and software supplied and managed by an IT department. She responds to emails on the bus, using her unlimited, employer-paid 5G data talk-and-text plan, and renews her licence plate online. At work, she prints, signs, scans and returns a form. By contrast, Sandra spends a big chunk of her day navigating digital hurdles to accomplish what might be considered quick and easy tasks. They include bus trips to the local library for internet access and a local supply store to print and scan a form. To save time and her phone’s data plan — which she pays for out of her tight household budget — Sandra must stay at the library to accomplish other tasks requiring technology. She checks her college application and searches for a solution to her back pain. A lack of privacy, a noisy environment, extra costs and a lack of assistance are just a few of the barriers she must contend with. It’s not all about broadband As a PhD student, I have researched inequities in digital access since before the pandemic when it was not a mainstream topic. During the pandemic, many of us experienced difficulties when in-person services were no longer available . If we had reliable ways to reach the “outside” world by going online , we saw how crucial this was. But even when people have access to devices and internet connections, this knowledge is incomplete and unequally distributed without formal learning and opportunities for practice in supported and safe digital spaces. Many adults go to adult education programs to learn and practice their digital skills — whether in adult literacy or settlement language training programs serving immigrants. These programs help adults develop functional literacy and language skills that help them to get further education, apprenticeship training, certification and employment. As I saw myself over a fifteen-year period working in this field prior to my doctoral research, these programs are well positioned to offer digital learning opportunities as part of adult upgrading, vocational, language and literacy skills curriculums. Programs can be tailored to meet specific community literacy needs — for example, for Indigenous or Deaf learners , and can be offered in both official languages. Digital learning skills, places to use them Digital technologies have been an integral part of many adult education programs for years . Guided and facilitated by instructors, students are expected to: participate using digital devices, to use an email address to communicate, to complete online forms, and to work collaboratively online. Some adult education programs have hired people to work as digital navigators who help adult learners or their teachers with learning or teaching online access. Yet many adult education programs must currently reapply for operational financing each year . Sustained federal funding needed Recently, I co-authored a paper published by the Institute of Research on Public Policy with Christine Pinsent-Johnson, a policy and research specialist. We argue that to meaningfully address digital divides, Employment and Social Development Canada should work with provincial and territorial governments to provide sustained, core funding to provincial and territorial adult education programs. These key adult education programs help Canadians acquire needed digital literacy skills for further education, apprenticeship training, certification and employment. Regular funding would stabilize operations, facilitate long-term planning and reduce administrative costs. It would do that particularly by ensuring predictable support for equipment purchases, IT infrastructure and software licensing. National platform to share best practices Additionally, we advocate for the creation of a national platform for educators to share learning materials and best practices. A similar platform for the federally funded settlement language programs could serve as a model. Beyond this platform, we call for a cross-sectoral network to co-ordinate programs aimed at enhancing digital skills and access for underserved communities. Such initiatives can connect provincial organizations with similar missions, leverage existing partnerships and forge new collaborations. They can serve as vital hubs for integrating informal and formal digital skills learning. One example is a not-for-profit organization like AlphaPlus , where I worked as a technology coach and researcher some years ago. This organization supports adult literacy programs in Ontario with professional development, and guides good practices for building digital technology capacity to support adult learners, for example, around AI . With regular funding and a mandate to co-ordinate efforts in digital skills development, such organizations could take on a much larger role supporting adult education programs. A more consistent and sustained approach is needed to support and connect similar efforts across the country to ensure equitable access to digital resources and learning opportunities across diverse Canadian communities. Yet tax credits or not, auto companies show no intention of retreating from a steady transition away from gas-burning cars and trucks, especially given the enormous investment they have already made: Since 2021, the industry has spent at least $160 billion on planning, designing and building electric vehicles, according to the Center for Auto Research. In campaigning for the presidency, Trump condemned the federal tax for EV buyers — up to $7,500 per vehicle — as part of a “green new scam” that would devastate the auto industry. His transition team is reportedly working on plans to abolish the tax credits and to roll back the more stringent fuel-economy rules that were pushed through by the Biden administration. It is far from clear, though, that the Trump administration could actually rescind the credits. Trump's argument — one that most economists dispute — is that a rapid U.S. shift toward electric vehicles would lead to most EVs being made in China and would swell prices for America’s auto buyers. He has said he would redirect federal revenue recaptured from a canceled tax credit to build roads, bridges and dams. Ending the credits, which were a key provision of President Joe Biden's Inflation Reduction Act, almost certainly would reduce EV sales, which have been growing in the United States this year, though not nearly as fast as automakers had expected. The slowing growth has forced nearly all auto companies to scale back EV production and delay construction of battery factories that are no longer needed to handle a more gradual transition. Jonathan Chariff, an executive at Midway Ford in Miami, one of the company's top EV-selling dealers, said he thinks ending the tax credits would severely hurt sales. Asked about the president-elect's opposition to EV tax credits, Trump's transition team would say only that he has “a mandate to implement the promises he made on the campaign trail.” Elon Musk, a close adviser to Trump and co-leader of a commission that intends to identify ways to vastly shrink the federal government, appears to be aligned with the president-elect in canceling the tax credits. Musk, the billionaire CEO of Tesla who spent an estimated $200 million to help elect Trump, has said that ending the credits would hurt his rival companies more than it would Tesla, the U.S. sales leader in EVs by far. “I think it would be devastating for our competitors and would hurt Tesla slightly,” he said. Even so, it might prove difficult for Trump to rescind the credits without help from the new Republican-led Congress, many of whose members represent districts where the EV credit is popular. Power shows that once people know about the tax credits, they're far more likely to consider an electric vehicle. Eliminating the federal tax credits, Fiorani suggested, would “hurt the Detroit Three in the long run as they become less competitive against global players making the technological leaps” for electric vehicles, GM, Ford and Stellantis all declined to comment, though their executives have said in the past that they will continue to develop EVs while still selling gasoline vehicles and hybrids. GREEN LAKE, Wis. (AP) — A Wisconsin man who faked his own drowning this summer and left his wife and three children has been located in Eastern Europe and is communicating with law enforcement, but he has not committed to returning home, authorities said. Ryan Borgwardt began communicating with authorities Nov. 11, after they tracked him down, Green Lake County Sheriff Mark Podoll said Thursday. The sheriff showed a video that Borgwardt sent police that day from an undisclosed location. The sheriff said no charges have been filed and that he doesn't think they will be necessary while authorities “keep pulling at his heartstrings” to come home. Here are some things to know about Borgwardt and his disappearance: Borgwardt, who is in his mid-40s, lived with his wife and children in Watertown, a city of about 23,000 people northwest of Milwaukee that is known for its German heritage, parochial schools and two dams on the Rock River. The sheriff has said his department was told Aug. 12 that Borgwardt had not been heard from since the previous day, when he traveled about 50 miles (80 kilometers) from home to Green Lake to go kayaking. Borgwardt’s wife said he texted her at 10:49 p.m. to say he was heading to shore. Deputies found Borgwardt’s vehicle and trailer near Green Lake. His kayak was discovered on the lake, overturned and with a life jacket attached to it, in an area where the water is about 200 feet (60 meters) deep. An angler later found Borgwardt’s fishing rod. The search for his body continued for more than 50 days, with divers scouring the lake on several occasions. Clues — including that he reported his passport lost or stolen and obtained a new one a few months before he disappeared — led investigators to speculate that he made it appear that he had drowned to go meet a woman he had been communicating with in the Central Asian country of Uzbekistan. Podoll declined to comment when asked what he knew about the woman, but he said law enforcement contacted Borgwardt “through a female that spoke Russian.” His identity was confirmed through asking him questions that the sheriff said only Borgwardt would know and by a video he made and sent them Nov. 11. He has spoken with someone from the sheriff's department almost daily since. However Podoll said Thursday that Borgwardt's exact location in Eastern Europe was not known. Podoll said Chief Deputy Matt Vande Kolk has been the one communicating with Borgwardt and their conversations have all taken place via email. Vande Kolk told The Associated Press in an email Friday that authorities are trying to determine Borgwardt's exact location. But that might not be easy even with modern surveillance technology. Scott Shackelford, executive director of the Center for Applied Cybersecurity Research at Indiana University, said authorities should be able to locate Borgwardt through his device's internet protocol address, a unique number assigned to every device connected to the internet. But he said it's very easy to mask an IP address and make it appear as if the device is in one country when it's really in another. Software exists that can route your IP address across the globe, Shackelford said. Police may not have the expertise, the manpower or any interest in digging through multiple layers of cyber deception, he said. Wearing an orange T-shirt, Borgwardt, unsmiling, looks directly at the camera, apparently filmed on a cellphone. Borgwardt says he is in his apartment and briefly pans the camera, but mostly shows a door and bare walls. “I’m safe and secure, no problem,” he says. Borgwardt has told authorities he overturned his kayak on the lake, dumped his phone in it and paddled an inflatable boat to shore. He told authorities he chose Green Lake because it is Wisconsin's deepest at 237 feet (over 72 meters). He then rode an electric bike stashed by a boat launch about 70 miles (110 kilometers) through the night to Madison, the sheriff said. From there, by Borgwardt's account, he traveled by bus to Detroit and then Canada, where he boarded a plane. Police are still verifying Borgwardt’s description of what happened, Podoll said. Borgwardt faked his death and fled because of “personal matters,” thinking it was the right thing to do, the sheriff said. Investigators found that he took out a $375,000 life insurance policy in January for his family. “He was just going to try and make things better in his mind, and this was the way it was going to be,” Podoll said. Borgwardt has not yet decided to return home, and if he does it will be of his own free will, according to Podoll. Deputies are stressing to him the importance of returning home and cleaning up the mess he made. The sheriff suggested that Borgwardt could be charged with obstructing the investigation into his disappearance, but so far no counts have been filed. The search for Borgwardt, which lasted more than a month, is said to have cost at least $35,000. Borgwardt told authorities that he did not expect the search to last more than two weeks, Podoll said, and his biggest concern is how the community will react to him if he returns. Though political instability, defections and the break-up of coalitions, among others, were cited for the Central government’s action, the phrase “political deadlock” was used only with respect to the dismissal of the Janaki Ramachandran Ministry, according to a perusal of the reply given by the Union Ministry of Home Affairs in June 2014 under the Right to Information Act and the report prepared by the Lok Sabha Secretariat in January 2016 on the issue of imposition of the President’s Rule in States. Materials available with The Hindu archive reveal that the phrase in question was not used even when the Article was used in many States between 2016 and 2021. Pandian, the then Assembly Speaker, disqualified 33 MLAs when the Janaki Ministry, amid pandemonium, won a vote of confidence with 99 out of 110 members in the House supporting her. While six of the disqualified legislators were covered for having “voluntarily given up” the AIADMK’s membership, 27 others faced the axe for “being absent” at the time of voting. Prior to the voting on the motion, the Congress decided not to support the government while the ruling dispensation had even reached out to the DMK for support. He wanted all those outside of the AIADMK to come back to the fold, and appealed to the party leadership to name the first and second floors of the party office after Janaki Ramachandran and Jayalailthaa. Kumar Rajendran, advocate and a grand nephew of Janaki, said his grandaunt had not only facilitated the restoration of the symbol and the donation of her property to the party for housing the headquarters but also restored to the organisation a substantial amount of money, which was lying in bank accounts of the party in 1989. Agustin Julian Sauceda, 38, of Casa Grande was recently indicted on 15 counts of producing, possessing and distributing pornographic materials depicting a juvenile. Sauceda worked for the Eloy Fire District at the time of the offenses, officials say. Sauceda was reportedly promoted to battalion chief a couple of years ago. The federal indictment accuses Sauceda of producing pieces of pornography depicting a juvenile between 2022 and 2024. The defendant then allegedly distributed the materials on a BitTorrent file sharing network. Homeland Security agents searched Sauceda's home in Pinal County last month and seized 22 electronic items. The defendant could be facing a lengthy prison sentence if convicted on the charges.
