A bench of Justices Surya Kant and Manmohan said it may fall under the govt's policy domain to decide its food security scheme, but suggested to SG Tushar Mehta that if the financial status of 80 crore beneficiaries of free ration was re-evaluated and if a few crore people had crossed the below poverty line parameters, it could consider including those left out from the scheme. The bench said states were indiscriminately issuing ration cards for free foodgrain knowing full well that it was the Centre's liability to provide grains. "If states are asked to provide free ration, then most of them would run away citing financial crunch," it said. Mehta said these proceedings were initiated suo motu by SC in 2020 when the pandemic was at its peak to ensure that no one went hungry. "Bhushan is riding on that and trying to run the govt and frame policies," he said. "These NGOs and activists must file affidavits detailing what they did to help ameliorate the condition of the poor during the pandemic," the SG added. We find evidence of the shifting equilibrium in how teachers engaged with the challenges of learning in classrooms and students in their approach to teaching - learning. This was slow and steady and its effects were most visible in the aftermath of COVID,” she adds. For three and a half years (2016 to early 2019), Ms. Aiyar and fellow researchers embedded themselves in eight schools in Delhi and used a variety of methods such as classroom observations and focus group discussions to record the changes happening. In early 2023, a few months after schools reopened following the COVID-19-induced closures, they conducted a final perception survey with teachers before completing their field research. Ms. Aiyar calls the AAP education reform effort unique as it was a concerted part of their political narrative. A unique effort Across India, school enrolment is often 100% although dropout rates can be high. The required basic infrastructure at primary school level is in place. Programmes such as the Sarva Shiksha Abhiyan have achieved that. Yet, only half the students coming into Class 6 have the foundational literacy and numeracy – measured as being able to achieve learning outcomes for Class 2. And the newly elected AAP government sought to work on this in Delhi. “It was a genuine, long-term project,” says Ms. Aiyar. Other state governments have intervened in education through increased funding, welfare measures, or reservations in higher education institutions for underprivileged sections and so on. Few have sought to truly address the problem of poor learning outcomes. By the time the students reach Class 6, the curriculum has raced ahead. And teachers are focusing on pass percentages. “Most of the students who were unable to catch up early continue to stay behind. They just coast along, class to class with teachers having very little incentive to focus on them,” she says. The AAP ‘education revolution’ consisted of the following: improving school infrastructure; improving learning quality through disruptive pedagogical interventions; reshaping the assessment structure to align with student mastery over concepts rather than rote learning; and improving accountability through enhanced parental participation in school activities. “Consistent top-down effort went into achieve these,” says Ms. Aiyar. What the AAP government sought to do was to break the classroom consensus, which was to master the examinations and maximizing pass percentages. “Chunauti sought to shift the classroom consensus by breaking it free from the tyranny of syllabus completion through the idea of ‘differential teaching’ in which teachers teach as per the level of each student. Teachers were to be freed from the syllabus and textbook-associated goals,” Ms. Aiyar adds. Towards the end of the research study teachers still spoke about students in terms of their exam readiness and of the classroom in terms of syllabus requirements. But now the distance between student learning levels and their gaps in exam readiness had become a topic of conversation amongst teachers, preparing the ground for a dialogue on what it meant for students to acquire subject mastery and how to ‘teach’ in this reality, she says, adding, “The ship was sinking and the Delhi government has been able to steady the course.” In other words, a beginning has indeed been made toward solving the core issues of school education. Lessons for broad governance reform What the AAP government has sought to address is the general problem of corrupt, low-performing frontline bureaucrats across India. In education, these are school administrators and teachers. Ms. Aiyar decries the current trend of bypassing these bureaucrats such as through technology and cash transfers. She says: “What we learned is that long-term change requires deep, consistent, and long-term engagement with the frontline focused on empowering and enabling them,” she says. Reforms should reiterate the purpose of the work of frontline bureaucrats through the “mission mystique” and motivate them via change agents from within the system. Short-term interventions should expose the frontline bureaucrats to the possibilities of working differently that shift their hierarchical dynamic from being “told” what to do and treated like clerks to being treated like empowered agents. “This means more discretion and delegation at the grassroots of administration, empowering local governments more, and a retooling of the training and managerial system within a bureaucracy that encourages more route Y type management, i.e., management that monitors outcomes over rule compliance,” she says. How to watch Penn State vs. SMU: CFP first round TV channel, streaming infoGhanaian photojournalist Paul Ninson was thrilled — and surprised. When he came to New York to study photography five years ago, he found a trove of images of life in Africa, past and present, in the archives of the city's libraries, galleries and museums. Here he was thousands of miles from Ghana surrounded by more visual history of Africa than he had ever seen back home. That paradox led to an idea: create a library of photobooks in Ghana to bring the African story home, allowing people to learn about their history and give them the tools to tell new stories of the continent. "A man does not know his true identity when he does not know his history and the background of where he comes from," says Ninson. "And for us to solve problems in Africa, education is critical." This idea has been realized with the creation of the Dikan Center in Accra, Ghana's capital. Dikan means "take the lead" in the Akan language, primarily spoken in southern Ghana and the Cote d'Ivoire. The library celebrated its second anniversary this past Monday. Big dreams This isn't the only time Ninson set his sights on a seemingly impossible dream. When he initially pursued a career in photography, the challenge felt daunting. Photography isn't exactly valued as a career path in Ghana, Ninson says: "If you tell your parents you're going to be a photographer, it was like, 'Yuck, what? Go be a lawyer.''' But Ninson felt photography was his calling. He was deeply influenced by the rich family history of storytelling passed down through his grandparents and later, captivated by a friend's images, developed a love of photography. It felt natural to combine the two arts, so he dove in. He sold his iPhone, bought a camera and began studying photography, largely teaching himself. Though Ninson began his journey with commercial photography, he soon shifted his focus to stories closer to his heart — those of African history and culture that he would capture as a budding photojournalist. His 2017 project, " Village With No Men ," offered an intimate look at the the village of Umoja in northern Kenya — a female-only community established by women who escaped gender-based violence and oppressive patriarchal environments in their former villages. New York frame of mind Ninson still sought a formal education in photojournalism. Unable to find a suitable program in Africa, he left Ghana in 2019 to study Documentary Practice and Visual Journalism at the International Center of Photography (ICP) in New York City. There, he devoured the center's hundreds of photobooks. In Ghana, he only had access to five or six of such books. As he ventured deeper into the city, he discovered more visual histories of Africa than he had experienced at home, such as documentation of Ghana's first president, Kwame Nkrumah at the New York Public Library. The museums and libraries Ninson visited were unwilling to give him their archives to return to Africa, which led to his idea to create a library in Africa that held such stories. Akin to coffee table books, photobooks are an ideal vehicle for stories since they are portable and can live on a shelf indefinitely. Michael Itkoff, co-founder of Daylight Books, an organization that showcases the work of documentary and conceptual photographers, has been publishing photobooks since 2010. A supporter of Ninson and the Dikan Center from the start, Itkoff says photobooks offer a different visual experience in today's world, which is often focused on the volume and speed of images available online. "The photobook allows for an intimate and more slowed down — and I would say elegant — experience of visuals," says Itkoff. The great book hunt With characteristic determination, Ninson began scouring New York City for books to ship to Ghana. While continuing his studies amid the COVID-19 pandemic, he searched secondhand stores on the Lower East Side, engaged in online bidding wars and reached out to publishers and galleries, some of whom donated hundreds of materials. He maxed out his credit cards and lined his apartment walls with books, using Uber and U-Haul trucks to transport the books to storage units he rented across the city. He managed to amass more than 30,000 volumes — mainly about photography filmmaking, but also issues of publications like National Geographic dating back to the early 1940s. Ninson had additional support from his friend and collaborator, Brandon Stanton, (creator of Humans of New York ). Stanton started a GoFundMe that raised over $1.2 million for the founding of Dikan. With funding secured, Ninson was finally able to pack the collection for the ocean voyage from the Bronx (where his shipping agent was located) to Ghana. In December 2022, the Dikan Center opened its doors just a few hundred yards from the Gulf of Guinea — and the same ocean waters that bore the ships of the Atlantic slave trade. In a former residence that was renovated to house the center, anyone is welcome to sit with the African story as long as they'd like. Dikan's holdings are separated into two collections: one centered on African and African American stories, the other containing the work of photographers from around the world. Ninson's favorite book is also Dikan's oldest, and the first book he purchased in New York: The Gold Coast Yesterday and Today by Paul Redmayne, published in the early 1940s. The book contains images made when Ghana was still a colony known as the Gold Coast before gaining independence from the British in 1957. The narratives told from a colonial perspective of the country that would become Ninson's homeland remain for him "a constant source of inspiration in my work at Dikan, reminding me of the rich heritage we carry and the stories that need to be shared with the world." George Koranteng is an Accra native and digital communications specialist with The Food and Agriculture Organization (FAO) of the United Nations in Ghana. Interested in photojournalism and documenting Ghanaian culture and history, Danso visits Dikan often, staying for hours at a time. Danso recalls that when he first Googled "photojournalist," only white photographers appeared in the results. "And the question that I asked myself is 'Are there not any Black photojournalists or documentary photographers?'" he says. Through Dikan's photobooks, Koranteng was able to spend meaningful time absorbing the work of Black photojournalists, such as the great Gordon Parks , an American photographer renowned for documenting the civil rights movement and Black America. Danso had known of Parks but sitting with the books allowed him to connect intimately with Parks' methods and style, which fundamentally changed his art. "He [Parks] has a way of capturing powerful images of Black people. So for me, it actually changed the way I photograph. I really focus on what light can actually do to the skin of people, how light actually plays on the skin of Black people ... when it comes to creating very powerful images..." Storytelling lessons To complement the books, Dikan provides educational workshops, fellowships and seminars on the skills associated with photojournalism and visual storytelling, providing a new generation of storytellers and creative leaders with the tools to tell new stories of the continent. Dikan's efforts to train new storytellers has become impactful to the point that industry veterans are travelling to teach them. One of last year's workshops; "Photojournalism: Crafting Visual Narratives, " was taught by Pete Souza , former chief official White House photographer during the Reagan and Obama administrations, and veteran photo editor Alice Gabriner ( National Geographic , TIME Magazine , and The New York Times ). The center's flagship educational offering is a full-time program in documentary storytelling and visual journalism similar to the one Ninson completed at ICP. The inaugural class — eight students from Ghana and two from Nigeria — graduated last December. Complementing the educational programs, Dikan helps mitigate the technological barrier to visual storytelling with access to the digital tools needed to tell new stories. The center houses a photo studio, and provides access to computers, digital cameras, (including 360-degree cameras), and virtual reality equipment. Not all of Dikan's stories live in books on its shelves. Dikan hosts rotating exhibitions and film screenings. The center's current exhibition: "Tewahdo," showcases female photographers Sehin Tewabe and Svenja Krüger's documentation of the life and culture of Ethiopian Orthodox Christians. Ghanaian Daniella Afful was particularly moved by Dikan's second exhibition, "1957: Freedom and Justice," which presented images of Ghana's Independence from British Rule. Afful said it gave her a new perspective on this pivotal moment in her country's history as well as a better understanding of day-to-day life at the time. "People actually went to bars. You see old-school dance moves being pictured on the wall ... And I didn't even know that there were actual, there were that many photographers in the past. I thought photography was something modern in Ghana..." In Afful's eyes, Dikan is a spark for the growth of Ghana's creative community: "Dikan has magnified art, magnified photography. Dikan has kind of given us the hope that we may soon have a music library in Ghana. We could have a film library in Ghana — anything just to preserve our history and make history." Over the course of the 20th century, life expectancy increased by 56% and is estimated to keep increasing slightly, according to an annual summary of vital statistics published by the American Academy of Pediatrics in 2000. Death Records examined data from the Centers for Disease Control and Prevention to see how the leading causes of death in America have evolved over time and to pinpoint how some major mortality trends have dropped off. According to a report published in the journal Annual Review of Public Health in 2000, pneumonia was the leading cause of death in the early 1900s, accounting for nearly 1 in 4 deaths. By the time World War I ended in 1918, during which people and animals were housed together for long periods, a new virus emerged: the Spanish Flu. Originating in a bird before spreading to humans, the virus killed 10 times as many Americans as the war. Many died of secondary pneumonia after the initial infection. Pneumonia deaths eventually plummeted throughout the century, partly prevented by increased flu vaccine uptake rates in high-risk groups, particularly older people. Per the CDC, tuberculosis was a close second leading cause of death, killing 194 of every 10,000 people in 1900, mainly concentrated in dense urban areas where the infection could more easily spread. Eventually, public health interventions led to drastic declines in mortality from the disease, such as public education, reducing crowded housing, quarantining people with active disease, improving hygiene, and using antibiotics. Once the death rates lagged, so did the public health infrastructure built to control the disease, leading to a resurgence in the mid-1980s. Diarrhea was the third leading cause of death in 1900, surging every summer among children before the impacts of the pathogen died out in 1930. Adopting water filtration, better nutrition, and improved refrigeration were all associated with its decline. In the 1940s and 1950s, polio outbreaks killed or paralyzed upward of half a million people worldwide every year. Even at its peak, polio wasn't a leading cause of death, it was a much-feared one, particularly among parents of young children, some of whom kept them from crowded public places and interacting with other children. By 1955, when Jonah Salk discovered the polio vaccine, the U.S. had ended the "golden age of medicine." During this period, the causes of mortality shifted dramatically as scientists worldwide began to collaborate on infectious disease control, surgical techniques, vaccines, and other drugs. From the 1950s onward, once quick-spreading deadly contagions weren't prematurely killing American residents en masse, scientists also began to understand better how to diagnose and treat these diseases. As a result, Americans were living longer lives and instead succumbing to noncommunicable diseases, or NCDs. The risk of chronic diseases increased with age and, in some cases, was exacerbated by unhealthy lifestyles. Cancer and heart disease shot up across the century, increasing 90-fold from 1900 to 1998, according to CDC data. Following the post-Spanish Flu years, heart disease killed more Americans than any other cause, peaking in the 1960s and contributing to 1 in 3 deaths. Cigarette smoking rates peaked at the same time, a major risk factor for heart disease. Obesity rates also rose, creating another risk factor for heart disease and many types of cancers. This coincides with the introduction of ultra-processed foods into diets, which plays a more significant role in larger waistlines than the increasing predominance of sedentary work and lifestyles. In the early 1970s, deaths from heart disease began to fall as more Americans prevented and managed their risk factors, like quitting smoking or taking blood pressure medicine. However, the disease remains the biggest killer of Americans. Cancer remains the second leading cause of death and rates still indicate an upward trajectory over time. Only a few types of cancer are detected early by screening, and some treatments for aggressive cancers like glioblastoma—the most common type of brain cancer—have also stalled, unable to improve prognosis much over time. In recent years, early-onset cancers, those diagnosed before age 50 or sometimes even earlier, have seen a drastic rise among younger Americans. While highly processed foods and sedentary lifestyles may contribute to rising rates, a spike in cancer rates among otherwise healthy young individuals has baffled some medical professionals. This follows the COVID-19 pandemic that began in 2020. At its peak, high transmission rates made the virus the third leading cause of death in America. It's often compared to the Spanish Flu of 1918, though COVID-19 had a far larger global impact, spurring international collaborations among scientists who developed a vaccine in an unprecedented time. Public policy around issues of safety and access also influences causes of death, particularly—and tragically—among young Americans. Gun control measures in the U.S. are far less stringent than in peer nations; compared to other nations, however, the U.S. leads in gun violence. Firearms are the leading cause of death for children and teens (around 2 in 3 are homicides, and 1 in 3 are suicides), and deaths from opioids remain a leading cause of death among younger people. Globally, the leading causes of death mirror differences in social and geographic factors. NCDs are primarily associated with socio-economic status and comprise 7 out of 10 leading causes of death, 85% of those occurring in low- and middle-income countries, according to the World Health Organization. However, one of the best health measures is life expectancy at birth. People in the U.S. have been living longer lives since 2000, except for a slight dip in longevity due to COVID-19. I saw everything. I read every interview. I made this movie. But I don’t think I would be capable of telling you who she was us. So if there’s an element in common, it’s that. They carry an enormous amount of mystery. Analysts say that isn't surprising. It's no secret that line cutting in airports hits a nerve. Whether intentional or not, just about every air traveler has witnessed it, noted Henry Harteveldt, an airline industry analyst with Atmosphere Research Group. It can add to frustrations in what can already be a tense environment, with particular anxiety around passengers wanting to sit together or rushing for some overhead bin space. Harteveldt doesn't see American's recent move as “shaming” customers who cut the line. “What it is intended to do is bring order out of chaos,” he said. "And I hope it will defuse any potential flare ups of anger (from) people who simply think they're entitled to board out of turn .... It’s just not fair." Jimmy Carter, the 39th US President who died at the age of 100 on Sunday night, shared a special connection with India and even has a village in Haryana named after him called 'Carterpuri'. On January 3, 1978, Mr Carter, along with the then First Lady Rosalynn Carter, travelled to Daulatpur Nasirabad - a village in Haryana which is an hour away from Delhi. According to the Carter Center, an NGO founded by Mr Carter , the visit was so successful that the residents renamed the area 'Carterpuri' in honour of the former US President. They also remained in contact with the White House for the rest of Mr Carter's tenure. January 3 was declared a holiday in 'Carterpuri' since then. When Mr Carter won the Nobel Peace Prize in 2002, the villagers held massive festivities and celebrated his honour. The visit by the former US President came just a year after the removal of the Emergency and the victory of the Janata Party. During his time in India, he had also addressed the Parliament. Speaking against the authoritarian rule, Mr Carter said, "For the remainder of this century and into the next, the democratic countries of the world will increasingly turn to each other for answers to our most pressing, common challenge: how our political and spiritual values can provide the basis for dealing with the social and economic strains to which they will unquestionably be subjected." Not just this, Mr Carter also shared a personal connection with India as his mother, Lillian, had worked in the country as a health volunteer with the Peace Corps during the late 1960s. Since the Carter administration, the US and India have worked closely on energy, humanitarian aid, technology, space cooperation, maritime security, disaster relief, and counterterrorism. In the mid-2000s, the two countries struck a landmark agreement to work toward full civil nuclear cooperation, and bilateral trade has since skyrocketed, the Carter Center said. Jimmy Carter, the longest-lived US President and Nobel peace laureate, died at the age of 100. He had been in hospice care since mid-February 2023 at his home in Plains, Georgia - the same town where he was born and once ran a peanut farm before becoming governor of the Peach State. "Carter died peacefully at his home in Plains surrounded by his family," the Carter Center wrote in a statement. Mr Carter's son, Chip, told news agency AFP, "My father was a hero, not only to me but to everyone who believes in peace, human rights and unselfish love." By Patricia Zengerle WASHINGTON (Reuters) -The U.S. House of Representatives passed a defense policy bill on Wednesday, governing a record $895 billion in annual military spending, despite inclusion of a controversial policy targeting gender-affirming care for transgender children. The tally was 281-140 in favor of the National Defense Authorization Act, or NDAA, sending it for consideration by the Democratic-led U.S. Senate. In addition to the typical NDAA provisions on purchases of military equipment and boosting competitiveness with archrivals like China and Russia, this year's 1,800-page bill focuses on improving the quality of life for the U.S. military. It authorizes a 14.5% pay increase for the lowest-ranking troops, and 4.5% for the rest of the force, which is higher than usual. It also authorizes the construction of military housing, schools and childcare centers. The bill bans the military health program, TRICARE, from covering gender-affirming care for the transgender children of service members if it could risk sterilization. Including the provision in the bill, which sets policy for the Department of Defense, underscored how much attention transgender issues have gotten in U.S. politics and indicated Republicans plan to continue to highlight the politically polarizing topic. President-elect Donald Trump and many other Republicans blasted Democrats for supporting transgender rights during the 2024 election campaign, which ended with Republicans keeping control of the House and taking control of the Senate and White House starting next month. 'WOKE IDEOLOGY' After it passed, Republican House Speaker Mike Johnson praised the measure as refocusing the military on its core mission. "Our men and women in uniform should know their first obligation is protecting our nation, not woke ideology," he said in a statement. The measure did not include some other Republican proposals on social issues, including an effort to prohibit TRICARE from covering gender-affirming care for transgender adults and a measure that would have reversed the Pentagon's policy of funding travel for abortion for troops stationed in states where the procedure is banned. The massive bill is one of the few major pieces of legislation that Congress passes every year and lawmakers take great pride in having passed it every year for more than six decades. The bill is a compromise between Democrats and Republicans in the House and Senate, reached during weeks of negotiations behind closed doors. House passage sends the measure to the Democratic-led Senate. Passage there would send it to the White House for President Joe Biden to sign into law or veto. The NDAA authorizes Pentagon programs, but does not fund them. Congress must separately pass funding in a spending bill for the fiscal year ending in September 2025. That bill is unlikely to be enacted before March.
